It also said " Review Applications for a Hearing. Hearings to Grant or Deny Pardon Reprieve. From Set Application of Meeting on August 24, 2015." The header had State of Nebraska as the highest ranking optimized keyword. This keyword is followed by Pardons, pardons, and pardon which isn't as urgent as State of Nebraska. The other words pardons.nebraska.gov used was Pardon. Board of Pardons is included but will not be understood by search crawlers.
